This list is really pointless. With spamming software such as Xrumer 5.0 which uses public proxies to send out forum, blog, and guest-book spam.. Xrumer 5.0 simply fetches a comprehensive list of public listed proxy servers from all those sites that have them so called "free proxies" ON THEM. Allot of those so called free proxies are stolen from the webmasters who mis-configured their web servers and someone scans their ip range and find them.. Then they are added to those sites claiming to offer "free proxies".
If you want to find out the true source of spammers, try setting up a "Honey Proxy Server". Then review your log files. This way you avoid pointing fingers at someone who may end up actually being a victim in the matter.
